Paul, ranked No 35, will face the winner of the match between American Jenson Brooksby and Norwegian Casper Ruud, the second seed, next.
Ahead of his victory, the American beat German Jan-Lennard Struff (6-1, 7-6 (6), 6-2).
Davidovich Fokina, ranked No 32, defeated Kazakh Alexander Bublik (6-0, 6-7 (3), 3-6, 6-4, 6-3) in the previous round.
